The 4th edition of the contest took place at Sala Polivalenta in Bucharest, Romania. The show hosted by Andreea Marin & Ioana Ivan plus the Dracula. Despite the withdraw of Switzerland, Latvia and Poland, Cyprus returned after its disqualification. Portugal, Serbia and Ukraine debut the contest. The televoting started as of the first entry. Russia, Belarus, Portugal and Sweden were the favourites. The draw took place under behind doors meeting of delegations in three phases. The winner country doesn't host the next contest, owing to UER/EBU rules.
